Madge - starter suggestion: Try not using tap water, it has chlorine and kills bacteria and floras. My starters work much better with RO water (reverse osmosis) or Distilled.
Hi Madge, cut your starter in half and then add more water and fresh-ground flour to bring it back to where it was. You may see bubbles rise fairly quickly, or not; if not, do the same thing the following day. Once it takes off, it goes fast enough, especially in your climate, that if you don't watch for a few hours, you might miss the action. Let me know if it changes for you within the next few days. Jim
